Understand the pathway

A job offer and a work permit are two different milestones.

Most people applying from Ghana need a genuine Canadian employment opportunity and must meet the requirements of the relevant work permit category. The employer normally completes important steps before the worker submits an application to Immigration, Refugees and Citizenship Canada (IRCC).

01 · Employer-specific

Employer-specific work permit

This permit normally authorises work for the employer, occupation and location described in the approval. Most jobs need a positive LMIA, although some LMIA-exempt categories exist.

Read the official IRCC guide ↗
02 · Limited eligibility

Open work permit

An open permit is not a general route for every overseas job seeker. It is limited to people who qualify under specific immigration categories, including certain eligible spouses and other designated groups.

03 · Exempt categories

LMIA-exempt employment

Some jobs are exempt from the LMIA requirement under specific rules. In many cases, the employer must submit the offer through the IRCC Employer Portal and provide the worker with an offer of employment number.

Check IRCC programme information ↗
Important distinction: A job advertisement, interview invitation or ordinary offer letter does not by itself authorise a person to work in Canada. The applicant must qualify for the appropriate permit and receive the required authorisation before starting work.
The employer-led process

How an employer-supported work permit usually moves forward.

The exact route depends on the occupation, province, wage, employer and whether the position is LMIA-required or exempt.

1

Find a genuine vacancy

Identify a real vacancy open to international applicants and check the duties, location, pay, experience and application instructions.

2

Employer assesses recruitment requirements

The Canadian employer determines whether an LMIA is required and which programme stream applies. Wage thresholds and programme rules vary by province, territory and job type.

3

Employer completes the required process

Where an LMIA is required, the employer applies to Employment and Social Development Canada (ESDC). If the job is LMIA-exempt, the employer generally submits the offer through the Employer Portal unless an exception applies.

4

Candidate receives employer documents

For an LMIA-required job, the employer normally provides positive LMIA details, an employment contract and a job offer. For many LMIA-exempt jobs, the worker receives an offer of employment number and contract.

5

Candidate submits the IRCC application

The worker applies through the official process for applicants outside Canada, uploads the personalised checklist documents and pays the applicable government fees.

6

Biometrics, medicals and decision

The applicant completes biometrics and any medical examination or additional request that applies. If approved, follow the letter of introduction and entry instructions; the actual work permit is generally issued at the Canadian port of entry when the traveller arrives, subject to final entry checks.

An LMIA is an employer-side assessment, not a visa and not a document a job seeker can buy. A positive LMIA does not guarantee IRCC will approve the worker's permit application.
Prepare your file

Documents commonly needed from a Ghanaian applicant.

IRCC generates a personalised checklist. These are common examples, not a promise that every applicant will need every document.

Identity and personal records

  • Valid Ghanaian passport and requested passport pages
  • Digital photograph meeting IRCC specifications
  • Family or civil-status documents, if relevant
  • Police certificates or other admissibility documents, if requested or required

Employment and qualifications

  • Current and previous employer reference letters
  • Evidence of work experience, such as payslips or employment records
  • CV or résumé aligned with the vacancy
  • Academic, trade or professional certificates
  • Licence or certification where the occupation is regulated

Employer-specific documents

  • Positive LMIA and file number, where required
  • Employment agreement and job offer letter
  • Offer of employment number for many LMIA-exempt jobs
  • Quebec Acceptance Certificate (CAQ), where applicable for qualifying work in Quebec

Application and supporting records

  • Forms generated by IRCC, including IMM 1295 where applicable
  • Proof of payment of applicable fees
  • Medical examination evidence, if required
  • Translations and supporting explanations where necessary

Always follow the current IRCC checklist for the individual case. Do not submit unnecessary or inconsistent documents.

Explore career sectors

IRCC application journey

Submitting a work permit application from outside Canada.

Once the employer-side requirements are complete, an eligible Ghanaian applicant can prepare the appropriate IRCC application.

1. Check the correct permit route

Confirm whether the job is LMIA-required or exempt, and whether the applicant qualifies for an employer-specific or other permit category.

2. Follow outside-Canada instructions

Use the official application instructions and complete the questionnaire honestly. The online system produces forms and a document checklist for the applicant's circumstances.

Apply from outside Canada ↗

3. Complete the required forms

IMM 1295 is the principal outside-Canada work permit form in many cases. Follow the form and document instructions generated for the specific application.

4. Pay current government fees

Fees can change and depend on permit category and biometrics requirements. Check the official fee list immediately before submission rather than relying on an old quotation.

5. Complete biometrics in Ghana

If IRCC issues a biometric instruction letter, follow it and book through the official Canada Visa Application Centre service for Ghana.

6. Monitor the application

Check the account for messages, further document requests and the decision. Processing times vary and are not guaranteed.

An approval letter is not permission to ignore entry conditions. Follow the letter, travel with the required documents and check the work permit issued at entry for the employer, occupation, location and expiry date.
Employer and worker safeguards

Protect yourself from false job offers and recruitment scams.

What to verify before proceeding

  • Confirm the employer's legal name, address, website and business contact details.
  • Check that the vacancy exists and duties, pay, hours and location are clear.
  • Ask whether the position requires an LMIA or is LMIA-exempt.
  • For an LMIA-required job, confirm the employer supplies the relevant positive LMIA details.
  • Check the official list of employers found non-compliant.
Check employer compliance information ↗

Warning signs

  • Someone offers a “guaranteed LMIA” or guaranteed visa approval.
  • You are asked to buy a job offer or pay an employer's LMIA fee.
  • The employer uses only informal messaging and refuses verifiable business details.
  • Salary, duties or work location change without a credible explanation.
  • You are pressured to provide false documents or misrepresent your work history.

Never buy an LMIA or a job offer. A genuine employer is responsible for its employer-side recruitment and LMIA obligations.

Recruitment-fee protection: Canadian Temporary Foreign Worker Program rules prohibit employers and people recruiting on their behalf from charging or recovering recruitment fees from temporary foreign workers. This can include fees for assistance finding or securing employment. Roylux does not sell jobs, LMIA documents or guaranteed employment. Any proposed service arrangement must be reviewed against applicable Canadian and Ghanaian rules before money is collected.
Professional boundaries

Immigration representation must be handled by an authorised professional.

Canadian immigration law restricts who may provide paid immigration advice or represent an applicant before IRCC. Paid representatives generally need to be an authorised Canadian immigration consultant, lawyer or another person permitted under the law.

Frequently asked questions

Canada work permit questions.

Can I apply from Ghana without a job offer?

Most employer-specific applicants need a genuine job offer and required employer-side documents. A limited number of other permit categories may apply to people who meet their specific eligibility rules.

Can I apply for an LMIA myself?

No. An LMIA is an employer-side application. The Canadian employer applies to ESDC when the job requires one. The worker uses the employer's documents as part of the permit application.

Does a positive LMIA guarantee a work permit?

No. IRCC separately assesses the applicant's eligibility, admissibility and supporting evidence. A positive LMIA is one part of the process, not a promise of approval.

Can every Ghanaian applicant get an open work permit?

No. Open work permits are limited to defined categories. Most overseas applicants recruited for a specific job will be looking at an employer-specific permit, if eligible.

Can I work as soon as I submit an application?

No. Submitting an application does not authorise work. Wait for approval and comply with the conditions and start-date instructions that apply to your case.

Are all Canadian job adverts open to applicants in Ghana?

No. Read the intended-applicant section of each advert. Use Job Bank's foreign-candidate filters and temporary foreign worker listings, and verify the employer and recruitment status independently.
